CANDIDATE STATEMENT
Dear Friend:
I am writing you today to provide an update concerning water issues and to ask for your support of my candidacy for Water Board Director of Three Valleys Municipal Water District (TVMWD). After a vigorous interview and nomination process I was appointed to the Board of Directors of TVMWD in November 2009. I represent Division I, South Pomona and Phillips Ranch area. Since I had served in this capacity from 2002-2006 and again this past year, I know the expectations, the workload, the present state of water and many stakeholders who are key participants in the water industry.
It is a fact that clean, reliable and sustainable water supplies for the people of Southern California are becoming more and more complex and difficult to secure. Fixing the Delta, clearing judicial and legislative restrictions on moving water from the North to the South, cleaning up contaminated ground water regionally, building the necessary infrastructure to produce and deliver reclaimed water and provide for the demand of an ever-increasing population are the main challenges of the day.
As Director of Division I, I have consistently promoted the interests of my constituents and the District as a whole. I was part of the team that successfully lobbied and received federal funds to clean-up some of the contaminated wells in the City of Pomona. We (TVMWD) recently approved funding for a feasibility study of high ground water recovery from the area around the Pomona Valley Medical Center. As a result I have developed a good working relationship and positive rapport with City Staff and members of the City Council.
We live in Southern California, a desert, where traditionally it rains about 15 inches per year. Water conservation is not just a buzz phrase; it is an absolute duty. Water, is our most precious natural resource. We must use it wisely. This is the message I bring forward today and it is the message I relate to our youth. I was the first Director to integrate and mobilize Pomona High Schools in the “SOLAR CUP” solar boat competition. Sponsored by Metropolitan Water District and TVMWD, approximately 700 high school students from all over Southern California build and race solar-powered boats. In the last eight years this program has positively impacted thousands of youth with an educational experience unparalleled in the United States!
I am committed to the co-equal goals of respecting our environment and providing clean, reliable water for an increasing population at the lowest possible costs. This is why I support the Water Bond today and in the future. The longer we wait to fix our water system the more it will cost us and our children. The creation of thousands of good jobs in the construction and water related industry will help push our economy forward.
We need comprehensive and strong leadership now in all areas of life. Water is a gift of life. Stand with me as a concerned Californian and support my campaign. Elect Luis Juarez this November 2nd and elect a true water leader.
